Code Enforcement Officer I, II, or III - Building Inspections

Compensation and determination of initial job title (Code Enforcement Officer I, II, or III) will be based upon qualifications. This position provides a career ladder opportunity that may allow the selected candidate to advance to a higher job title and compensation with the acquisition of additional knowledge, skills, abilities, responsibilities and experience during the course of employment.

Summary
Performs responsible skilled technical work conducting building and housing codes inspections and re-inspections for compliance with NC Building Codes and other state and local laws and does related work as required for the office of Business and Community Development.

Minimum Qualifications
• Combination education and experience equivalent to graduation from a community college with course work in engineering;
• Driver’s license valid in NC and good driving record;
• Possession of one Standard Level I Certificate from the NC Code Officials Qualifications Board;
• Equivalent related field or construction experience may be considered.

In addition to the above, the Code Enforcement Officer II:
• Possession of one Standard Level I Certificate in two of the following trades from the NC Code Officials Qualifications Board  (NC COQB): building, plumbing, mechanical and electrical; and
• One Level II Certificate in either building, plumbing, mechanical and electrical trade from the NC COQB; and
• Ability to Obtain a Probationary Level II Certificate in additional field from the NC COQB within one year;
• Two years’ experience in building inspections;
•  Combination education and experience equivalent to two years in a construction related field.

In addition to the above, the Code Enforcement Officer III:
•Possession of Standard Level I Certificates in all four of the building, plumbing, mechanical and electrical trades from the  NC Code Officials Qualifications Board  (NC COQB); and
• Two Level II Certificate in either building, plumbing, mechanical and electrical trade from the NC COQB; and
• Ability to Obtain a Probationary Level III Certificate in additional field from the NC COQB within one year;
• Five years’ experience in building inspections;
• Combination education and experience equivalent to two years in a construction related field preferred;
• Exceptional customer service skills.

Knowledge, Skills and Abilities
• Ability to report to work regularly;
• Ability to establish and maintain effective working relationships with co-workers, builders, property owners, property managers, contractors and the public;
• Some knowledge of the state building code and administrative code and policies; – Code Enforcement Officer I

• General knowledge of standard office equipment;
• Proficiency in working on computers, independently managing work within inspection software programs, laptops, phone apps and the like;
• Ability to read and interpret plans, specifications and blueprints accurately and to compare them with construction in process;
• Ability to make arithmetic computations using whole numbers, fractions and decimals;
• Ability to compute rates, ratios and percentages;
• Ability to prepare and maintain records of inspections;
• Ability to interpret legal requirements and recommend compliance procedures to contractors, craft workers and owners;
• Some knowledge of all types of building construction materials and methods and of stages of construction when possible violations and defects may be most easily observed and corrected; – Code Enforcement Officer I

• Ability to enforce building ordinances and codes with firmness and tact;

Essential Functions
Conducts various building and housing codes inspections to enforce conformance to state and local laws and approved plans, specifications and standards;
• Receives complaints in regard to defective construction and handles enforcement problems;
• Observes conditions and issues notices for corrections to persons responsible for conformance;
• Obtains evidence and prepares reports concerning violations which have not been corrected;
• Keeps inspections records and prepares reports for use by administrative or judicial authorities;
• Operates a motor vehicle requiring a Class C NC drivers’ license to drive to and from construction sites in order to conduct inspections;
• Access and enters computer data;
• Issues warnings and stop-work orders.

In addition to the above, the Code Enforcement Officer II:
Notifies contractors and if necessary issues warnings and stop-work orders where construction is not being made in compliance with regulations as to methods and/or materials;
Communicates with property owners, builders, contractors and the public regarding inspections and provides guidance in correction of violations or deficiencies;
• Reviews plans for construction, renovation or additions;
• Processes condemnation of buildings with field inspections and write-ups;
• Provides technical assistance to developers, builders and real estate agents;
• Answers questions from private citizens, contractors and builders;
• Makes reports and keeps records regarding inspections.

In addition to the above, the Code Enforcement Officer III:
Approves and issues building permits.

 Physical Requirements
This is light work requiring the exertion of up to 20 pounds of force occasionally and occasionally requiring 50 pounds of force to move objects. Work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, and grasping. Communication is required to exchange information in person and by telephone. Visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work and observing general surroundings and activities. The worker is subject to inside and outside environmental conditions including extremes of heat and cold and noise.

Work Schedule
Monday-Friday; 8am-5pm and after hours as needed.

Work Environment
Requires working in cramped spaces and getting into awkward positions, working in extremely bright or inadequate lighting conditions. Includes exposure to sounds and noise levels that are distracting or uncomfortable and exposure to contaminants. Vocal communication is required for exchanging information in person and by telephone. Hearing is required for perceiving information at normal spoken word levels. Requires working indoors and outdoors, exposed to all weather conditions.

Special Requirements
May be called on to investigate and make recommendation to the Alcoholic Beverage Control Commission concerning the suitability of persons or locations for ABC permits. Is helpful to possess NC Housing Code Official Certification.
